Mr. Behrens why is TNA so hesitant to sign guys who are the future of this business like Shatter, Fields or Judas? Why do they waste time and money on lower tier ex WWE guys instead of building they're own stars?

Not sure there's a good answer to your question. Certainly TNA would benefit from signing one or more of the three guys you name, but I'm not sure who you are referencing as "lower tier ex WWE" guys.
Shawn Daivari recently sigtned with TNA and I believe is a good addition and I encourage his signing. I had booked him on Xplosion out of Nashville 3-4 times before he got signed by WWE. He was not released by WWE, he decided not to renew and wanted to come to TNA, and I'm pleased he has.
The other recently signed talent is Consequences Creed.
They released Rellik, Dustin Rhodes & Tomko.
None of the current TNA champions was ever signed by WWE.
I think TNA is trying to build their own stars.
Perhaps a better question is why would WWE sign Chris Harris instead of Shatter or Mikal Judas?
